The National Oceanic Atmospheric Administration Fisheries Service is having an additional public meeting on the proposed killer whale vessel regulations. It will be from 7 to 9 p.m. Sept. 24, 2009 at Pier One Main Warehouse, 100 Commercial Avenue in Anacortes.

The other two meetings are from 7 to 9 p.m. Sept. 30, 2009 Seattle Aquarium, Pier 59, Seattle and from 7 to 9 p.m. Oct. 5, 2009 at San Juan Island Grange Hall in Friday Harbor.

FYI: I lived at Point Hudson (in Port Townsend) for five years. My motorhome and boat were feet from each other. I learned to sail, got my license, and worked with lots of great people while there.

Coast Guard statement on media report of gunfire on the Potomac

WASHINGTON — The U.S. Coast Guard reported on Friday that reports in the media were based on overheard radio calls made over a training frequency.
We are still gathering information of how this training event might have been misconstrued as an actual incident. We will conduct a thorough review of this incident.
There were Coast Guard boats were operating in the vicinity of 14th Street and Memorial Bridges this morning. Whether or not these were the same boats using the marine radio frequency used for training purposes has not yet been confirmed.
The best way that we in the Coast Guard can remember Sept. 11 and our security obligations to the nation is to be always ready and this requires constant training and exercise. To ensure the appropriate readiness posture we conduct training scenarios across the nation on a daily basis.
How and when this exercised was conducted will be reviewed.

Flashing Blue Light Conundrum

The Navigation Rules indicate that flashing blue light is an Inland Rule, part of Annex V, below. The issue is that here in the Salish Sea we are required to follow the 72 ColRegs (International Rules.) A flashing blue light just isn't a part of the of the ColRegs.

It would be interesting to see if the argument, "I didn't recognize the flashing blue light," would stand a legal challenge.

Annex V - Pilot Signals - (Inland Only)

33 CFR 88: ANNEX V - PILOT RULES § 88.01 Purpose and applicability

§ 88.11 Law enforcement vessels
(a) Law enforcement vessels may display a flashing blue light when engaged in direct law enforcement or public safety activities. This light must be located so that it does not interfere with the visibility of the vessel's navigation lights.
(b) The blue light described in this section may be displayed by law enforcement vessels of the United States and the States and their political subdivisions.

WSDOT considering selling naming rights to ferries

The Starbucks is running 30 minutes late and the Nordstom is loading for the international sailing. Ferry riders could be hearing something similar in the future. Washington State Ferries is investigating selling naming rights to individual ferries as one way of raising revenue through advertising WSF Planning Director Ray Deardorf said. The subject came up during the Aug. 31 meeting aboard the inter island ferry.

average 20 (commercial, fishing, private and research) vessels impact
whale behavoir causing more energy to be expended by the whales. That
energy effects breading, feeding and lactation.
I'm not sure that I understood the control data.

Today was departure day. I spent the morning enjoying brunch with Kathy, Whitney and Drew at Salty’s on Alki. Always an enjoyable experience, we think we might make it a regular happening in the week leading up to my leaving for sea. Afterwards, Kathy, Drew and I went to see the new Harry Potter movie. It was good, and took all our minds off the impending good-byes that awaited us.

The drive to the airport, while short, was very difficult for all of us. Thank god for curbside drop off. The actual goodbyes were quickly over with and I was on my way.

A neighbor noticed her swim step several inches below the water this
afternoon. This older 32' Sea Ray was sinking at the dock about five
miles South of Friday Harbor. When we arrived her genset was swimming.

Currently we have her on the hip with pumps running, and are enroute to
Jensens.

The boat was not secured. There was an overhand knot tied at the tow eye and the shackle pin at the other end of the painter was missing.

Monika Wieland of Friday Harbor has a great blog "Orca Watcher ," and chimed in on the proposed Whale Watching Regulations.

Here's and excerpt:

After being designated as a distinct population segment (DSP) of the worldwide orca population, the Southern Resident Killer Whales (SRKW) were listed as endangered under the US Endangered Species Act in November of 2005. The current count has the SRKWs at 85 animals, down from a historic population estimated to be 150-200 animals, and they are thought to comprise their own unique breeding population despite the presence of several other populations of killer whales in Pacific Northwest waters.

The proposed recovery plan developed by the National Marine Fisheries Service (NMFS) identifies three main threats as contributing factors to the recently observed population decline: diminishing prey abundance, pollutants in the water, and vessel effects, which includes both direct interference and sound contributed primarily by underwater engine noise.

You won't see it in the 72 ColRegs, however Rule 2(b) speaks to it. In a real sence it is the point at which you would utter, "Oh Shit." The rule says that when you are "in extremis" you can throughout the rules.

SEATTLE – The U.S. Coast Guard, Washington Department of Ecology and the Islands’ Oil Spill Association (IOSA) continue to monitor the area for oil spills where the fishing vessel Anna J capsized and sank about a half-mile south of Eagle Cove, San Juan Island, Friday evening. The most recent fly-over at approximately noon today did not note any sheen in the water. A two-mile long, light-colored sheen was reported during a flight this morning. Small drops of diesel and other oil have been floating to the surface slowly. The agencies have assessed the beach and have found no spill impact. Hazardous debris from the vessel have been retrieved. At this time, the agencies will continue to monitor the situation and have another over-flight planned for first light Sunday morning. Wave action, wind and sunlight are helping dissipate the oil drops naturally with minimal environmental impact.

The fishing vessel Anna Jsank off San Juan Island's South Beach at about 6:30 p.m. Friday, Aug. 28 and two of six crew members were medevaced to mainland hospitals.

The fishing vessel Anna J went down about an hour ago off Salmon Bank.

The good news is that all six aboard made it off ok.

We were on scene in 3-5 rolling seas along with the Sheriff's boat "Guardian."

This 31' Cape George Cutter was out of fuel off Green Pt.

He only had $50 of coverage bringing the cost of the diesel to $50 a gallon after adding in the 1.5 hours we had in the call.

This is the electronic version on the little book that I already have three copies of; on Remedy, Diligence, and in my go bag for deliveries. It was great to see it as an iPhone app as well. Yes, I downloaded it.

It's not always convienient to have a Sherpa for Chapmans, and this little reference fills the bill when you're limited for space and or weight.

One small quirk is that the author chose to paraphrase the 72 ColRegs. While the info is correct I feel the reader would be better served with the word for word version. BTW - that chapter clearly states the rational for thier interpreatation.

The app is searchable and bookmarkable. Perhaps future versions could include hot links and the ability to cut, copy, and paste short sections.

As Capt.Peter Boucher would say, "Good Watch."
